There are several factors that affect the formation of a hurricane. One is the water temperature of the Atlantic Ocean’s surface. A water temperature of not less than 26.5 degrees Celsius (79.7 degrees Fahrenheit) to a depth of not less than 50 meters (160 feet) is needed to cause the atmosphere to be unstable and create convection and thunderstorms.
